The 169-acre Lincolnia Community Business Center (CBC) is centered on the intersection of Beauregard Street and Little River Turnpike (Route 236) and consists of 169 parcels. Much of the existing development was built between 1940 and 1960, and includes a diverse variety of neighborhood serving commercial, retail, and institutional services. Designated as a CBC and a Commercial Revitalization Area (CRA) by the Fairfax County Board of Supervisors in March 2018, the boundary of the CRA is geographically coincident with that of the Lincolnia CBC, and is located along the eastern boundary of Fairfax County, serving as a gateway between Fairfax County and the City of Alexandria.

The designation of Lincolnia as a CRA bestows the following regulatory/process incentives:

1. Concurrent processing of a Comprehensive Plan amendment and a zoning application (rezoning or special exception) (BOS motion required)
2. Priority filing and processing of a zoning application
3. Expedited scheduling of Board and Planning Commission public hearings for a zoning application (no Board motion required)
4. Concurrent processing of a site plan with a zoning application
5. Addressing waivers and modifications typically related to site plans at the time of rezoning approval
6. Expedited processing and review of site plans through the Project Management Program

Lincolnia Planning District Study (Plan Amendment 2013-I-L1)

Since May of 2014, a multi-phase Lincolnia Planning District Study (Plan Amendment 2013-I-L1) has been underway to review and update the community vision that will guide how the Lincolnia Community Business Center/ Commercial Revitalization Area (CBC/CRA) should be redeveloped to create a vibrant neighborhood destination that strategically focuses growth and creates a multimodal approach to mitigate transportation challenges in the area.

The study was separated into three phases.

Phase I, consisted of an editorial update to Comprehensive Plan guidance for the Lincolnia Planning District.

During Phase II of the study, a Community Task Force explored, and subsequently recommended that the area surrounding the intersection of Little River Turnpike (Route 236) and Beauregard Street be designated as a CBC and CRA. On March 6, 2018, the Board adopted recommendations from this phase including, the designation of the Lincolnia CBC, the designation of a coterminous CRA, and a plan option for a 3.0 Floor Area Ratio (FAR) for a two-acre site within the CBC/CRA near the intersection of Route 236 and I-395.

Phase III, which is on-going, includes a detailed transportation and land use analysis of the Lincolnia CBC. During Phase III, the task force will continue to work with staff in reviewing associated planning guidance, particularly land use and development intensity recommendations for the Lincolnia CBC. The task force recommendations will be used to update the Lincolnia Comprehensive Plan.

The Comprehensive Plan for the Lincolnia Community Business Center (CBC) consists of a discussion of the area’s character, its planning history, and recommendations pertaining to revitalization and future development. These recommendations include area wide guidance for land use, urban design, and transportation, as well as specific guidance for each of the land units that comprise the CBC.
